Supervisory Board

Supervisory Board of M. Kozybayev NKSU is a management body of a state-owned enterprise on issues established by the Law of the Republic of Kazakhstan "On State Property".

Supervisory Board of M. Kozybayev NKSU was created by the order of the Minister of Education and Science of the Republic of Kazakhstan No. 455 of July 7, 2016. The council included representatives of the Ministry of Education and Science of the Republic of Kazakhstan, regional executive authorities, the financial sector, education and private business.

The Supervisory Board has the following authorities:

  • gives an opinion to the Ministry on the draft University Development Plan, on introducing amendments and additions to it;
  • coordinates the draft report on the implementation of the Development Plan, preliminarily approves the annual financial statements of the University;
  • decides on the distribution of sponsorship and charitable assistance and funds received from additional sources, including part of the net income remaining at the disposal of the University;
  • freely acquaints with the documentation of the University and its structural subdivisions for monitoring the targeted use of budgetary funds and funds received from additional sources, and makes proposals to the Ministry for the purpose of verifying the targeted use of these funds;
  • participates in the development of a collective agreement;
  • appoints, determines the term of office and the salary of the secretary of the Supervisory Board, terminates his authorities ahead of schedule;
  • makes proposals to the Ministry on introducing amendments and additions to the University's charter;
  • develops proposals on priority areas of the University;
  • makes proposals to the Ministry on the participation of the University in other legal entities;
  • makes proposals to the Ministry for the creation and closing of branches and representative offices of the University;
  • approves the audit organization performing the audit, determines the amount of payment for the services of the audit firm for the audit of the financial statements.
